Blaring noise from car horns greeted the rush hour crowd at 5 pm here
in Kampala as Activists for Change defied the environmental management
authority, NEMA,and the police, and went ahead with their new tactic of
agitation. For several minutes, opposition legislators and their
supporters hooted and honked, but for those who did not have cars and
motorcycles, the Vuvuzelas, last used during the World Cup soccer
tournament in South Africa were conveniently availed.
